Housing First is intended to support individuals with the most complex needs. It shouldn’t be seen as the last resort for people whom all other services have failed, but as an option that should be available for those that need it.

Historically, our region has relied on community mental health centers or support services providers to build and operate supported housing. Those agencies then, naturally (and rightfully), market to their own client base first. This approach has left many without access to supported housing options, regardless of need or the cost of alternatives. Housing First is a policy that offers permanent housing as quickly as possible to homeless people, and other supportive services afterward. Begun in 1988 to address the needs of homeless families with children in Los Angeles, California, Housing First was popularized in the following decades and became government policy in the United States and various other countries. Supported by the Housing First Europe Hub, the Rock Trust’s first Housing First For Youth service, piloted in West Lothian Scotland and the first of its kind in the UK, saw 92% of young people involved successfully sustain their tenancies and 100% remain engaged with support throughout the project.

Tsemberis recognized the human right to adequate housing as a way to start treatment for homeless people, regardless of its underlying causes. HF is Housing First is a nationally recognized and evidence based program that is strongly supported by the United States Department of Housing and Urban Development. It prioritizes the most vulnerable while emphasizing stable and permanent housing with case management and supportive services. Housing First is a philosophy that values flexibility, individualized supports, client choice, and autonomy. It never has been housing only, and it never should be. Supportive services are part of the Housing First model. That might include formal support services, like a doctor, therapist, or social worker.
